The three main agencies for the SolarTech Workforce Innovations Collaborative (SWIC) are SolarTech, NOVA Workforce Board, and Foothill-DeAnza Community College District.

SolarTech is a nonprofit consortium organized to eliminate the technical and market barriers that hinder the widespread adoption of solar energy for residential and commercial systems, first for Silicon Valley and then for California and North America. An initiative of the Silicon Valley Leadership Group, it works with stakeholders across the entire value chain, including integrators, manufacturers, utilities, government agencies and educators. NOVA (North Valley Job Training Consortium) is a nonprofit, federally funded workforce improvement board that collaborates with local businesses and educators to provide workforce development services. Its programs provide opportunities that build the knowledge, skills and attitudes necessary to address the workforce needs of Silicon Valley. The Foothill-De Anza Community College District serves the northwestern part of Santa Clara County — including Palo Alto, Los Altos, Cupertino, Mountain View and Sunnyvale — at the heart of Silicon Valley.
